If the agreement between Moldova and the European Union on conformity assessment and acceptability of industrial products has not been ratified by the date of entry into force of the new TR (22.02.2021), the conformity mark for placing on the market of radio equipment under the new TR will be the CE or SM mark.
The SM mark should not be affixed to products that already bear the CE mark. The Ministry of Economy of the Republic of Moldova notified that on 07.06.2020, that it is obligatory to perform conformity assessment according to the new technical regulations for radio and EMC. As soon as the list of harmonized standards is published Moldovia will start to issue the type-examination certificates for radio equipment according to the new radio regulations. Based on the type-examination certificates manufacturers should issue the declaration of conformity.
The type examination certificate which is issued by the certification body (OC TIP) on the basis of test reports and technical documentation can be used as an objective proof that the product has been assessed by the competent notified body of the Republic of Moldova and is a basis for the preparation of the declaration. The type examination certificate is part of the technical documentation that the manufacturer or importer should keep at the disposal of the national market surveillance authority.
The Moldovan certificate remains mandatory for those products that do not have the required documents to demonstrate conformity with the national list of harmonized standards, for products for which there are no harmonized standards or if the manufacturer has not applied harmonized standards or has applied only partially harmonized standards whose references have been approved by the Ministry of Economy of the Republic of Moldova. It is also mandatory for products with no CE Marking.
Manufacturers of products whose conformity has already been assessed according to the European Directive and which bear the CE mark are requested to apply for the national type-examination certificate for the following reasons:
- To have guaranteed and objective evidence that these products comply with the essential requirements of the national technical regulation.
- Archiving of the technical documentation by OC TIP (as long as required by the technical regulation).
- Providing information on current and changing regulations.
- The certification body will support the customer in the preparation of the draft DoC.
