New Compliance Requirements for Plug-Pack Power Supplies in Australia and New Zealand

The Standing Committee of Officials (SCO) has released an important bulletin outlining updated compliance guidelines for plug-pack power supplies, battery chargers, and similar equipment with integral pins in Australia and New Zealand. These revisions aim to streamline safety regulations, protect consumers, and ensure higher product standards. If your business manufactures or imports such products, staying compliant with the SCO Bulletin is vital.

What Does the SCO Bulletin Cover?

The SCO Bulletin consolidates multiple safety and compliance requirements into a single framework. It applies to several commonly used devices, including:

    • Plug-Pack Power Supplies: Wall-mounted adapters for household and commercial devices are now subject to stricter safety evaluations to prevent electrical risks.
    • Battery Chargers: From phone chargers to industrial-grade systems, all chargers must meet enhanced safety requirements outlined in the SCO Bulletin.
    • Devices with Integral Pins: Equipment like USB power adapters with built-in pins must meet updated durability and insulation standards to ensure safe operation.

These updates simplify compliance by providing a unified standard, making it easier for businesses to understand and implement the necessary changes.

    New Restrictions on Plug Pins

The updated SCO bulletin specifically targets devices equipped with integral plug pins of certain types to prevent potential safety hazards. Key points include:

    1. Prohibited Pin Types:

      • US and Japanese-style integral pins.
      • European plug pins integrated into the device cover.

These pin designs often fail to meet the safety requirements of AS/NZS 3112 standards, posing potential risks.

    2. Clarification of AS/NZS 3112 Standard
The national standard AS/NZS 3112, which governs plugs and socket outlets, will soon be amended to address detachable plug portions. These amendments will provide clear guidance on testing and approval processes for such equipment.
    3. Assembly Certification
Devices that use detachable or integral plug adaptors must be tested and certified as complete assemblies under AS/NZS 3112. Adapting equipment to incorporate uncertified plug adaptors is not permitted.

    Key Compliance Areas

To meet the updated requirements, businesses need to focus on several key aspects of compliance:

    1. Safety of Integral Pins
Products with integral pins must undergo rigorous tests for durability, alignment, and insulation to ensure they can withstand repeated use without posing hazards.

Why it matters: Faulty integral pins can lead to overheating, misalignment, or electrical shocks, causing risks for consumers and reputational damage for businesses.

    2. Electrical Safety Testing
Devices must be tested for potential risks like overheating, short circuits, and compliance with updated voltage standards. These tests ensure product reliability and consumer safety.

How to prepare: Collaborate with accredited testing labs to ensure your devices meet the electrical safety benchmarks defined in the SCO Bulletin.

    3. Labeling and Marking
Products must now include clear and accurate compliance markings, such as approval numbers, to demonstrate adherence to the new guidelines.

Don’t miss: Proper labeling isn’t just a legal requirement—it builds trust with customers and simplifies regulatory checks.

    Why the SCO Bulletin Matters

The updates aim to enhance consumer safety and ensure the reliability of power supplies and chargers in the market. By addressing issues like non-compliant plug designs, the SCO bulletin reinforces Australia and New Zealand’s commitment to stringent safety standards. Non-compliance can lead to denied certification, market access issues, and reputational damage for manufacturers and importers.

    Preparing for SCO Bulletin Compliance

Adapting to these new requirements is crucial for businesses looking to maintain market access in Australia and New Zealand. Here are some steps to get started:

    • Review Product Designs
Evaluate your products to ensure integral and detachable plugs meet the revised AS/NZS 3112 standards.
    • Conduct Thorough Testing
Partner with accredited labs to test your equipment as complete assemblies, ensuring compliance with the latest safety requirements.
    • Stay Informed
Monitor further announcements from the SCO regarding AS/NZS 3112 amendments and other relevant standards.
    • Update Documentation
Ensure that all labels, certifications, and product manuals reflect compliance with the new requirements.

What’s Next for Manufacturers and Suppliers?

The changes outlined in the SCO bulletin emphasize the importance of proactive compliance efforts. With the upcoming amendments to AS/NZS 3112, manufacturers and suppliers must prioritize redesigning and testing their products to meet updated standards. Preparing now will ensure smoother certification processes and continued market access.

    Cambodia TRC Regulatory Updates
    March 21, 2024
On December 11th, 2023, the head leader of Cambodia's Telecommunication Regulator of Cambodia (TRC) issued a notification to all officers regarding the review of type approval documents, emphasizing the importance of consistency between the information provided in test reports and that submitted by clients. This notification clarified that previously accepted practices, such as using the product name and country of origin as claimed by the client, should now align precisely with the details presented in the test report. Following discussions and confirmations, TRC officers reaffirmed on December 27th, 2023, that this new rule must be adhered to for all future projects seeking type approval. For submissions with one country of origin, the test report must indicate the CoO. In cases where a product has more than one country of origin, the report should display one CoO, with any additional CoOs declared in a separate declaration letter. Moreover, TRC explicitly stated that reports lacking any indication of country of origin will not be accepted under these new guidelines. This adjustment aims to enhance accuracy and consistency in reviewing type approval submissions. Malaysia SIRIM-MCMC Regulatory Updates
    March 21, 2024
The Malaysia SIRIM CMCS Department, responsible for MCMC certification, recently implemented a significant update regarding Intellectual Property (IP) Forms for Type Approval applications. These forms replace the trademark authorization letter to improve efficiency and accuracy in approvals. The new IP Forms categorize trademark declarations based on whether the applicant has obtained authorization from the trademark/brand owner. For applicants who have been authorized, the required documents include evidence of a registration certificate issued by the Intellectual Property Corporation of Malaysia (MyIPO). Or an equivalent foreign organization, along with an Intellectual Property (IP) Authorization Letter (eTAC/FOR/01-8). On the other hand, if the applicant has not obtained written consent and authorization to use the trademark/brand, they must submit the Intellectual Property (IP) Undertaking form issued by the applicant (eTAC/FOR/01-9). Importantly, these new forms are effective immediately and will be used for all new projects. They mark a significant shift in SIRIM's approach. The organization can now accept brands/trademarks that have not been officially authorized by the brand owner. However, in such cases, the importer must provide a written declaration accepting responsibility. Furthermore, the new Brand name authorization process requires both the Brand owner and the Importer to co-sign the Brand name authorization letter. This updated procedure aims to enhance transparency and accountability in the approval process for Type Approval applications, ultimately benefiting both applicants and consumers in Malaysia. India Regulatory Updates
    March 21, 2024
India TEC issued a notification in January 2024 regarding generic exemptions for products without available test labs.  In January 2024, India's Telecommunications Engineering Centre (TEC) issued a significant notification regarding generic exemptions due to the absence of available test laboratories within the country. These exemptions represent a crucial development, indicating that specific parameters no longer require the submission of test reports if customers cannot provide them. It's important to note that while these exemptions are in place, ILAC reports for CE/FCC are still subject to regulations based on the specific product category. This means that evaluation criteria for these reports vary depending on the nature of the product. Furthermore, TEC has specified product categories that continue to accept ILAC reports. Notably, the validation for these exemptions has been extended until June 30, 2024, with the potential for further extensions based on the evolving circumstances. These updates underscore TEC's commitment to adapting regulations to facilitate market access while maintaining stringent quality standards in the telecommunications sector.
