The Ministry of Communications announces the final decision on a portfolio of mutual use of passive infrastructure. The firm seeks to encourage independent infrastructure deployment and strives for a wider range of service providers to be offered to the public to offer quality and higher-quality services over independent infrastructure. The regulation was required to implement the mandatory use of passive infrastructure in order to reduce various barriers inherent in the deployment of communications infrastructure and to reduce disputes. In the process, the decision is expected to significantly reduce expensive, prolonged and complex civil engineering work that the companies required prior to the hearing.
Key Implications of the Decision:
- Participation of telecommunications companies in the mapping of existing infrastructure through the creation of a GIS-based computerized system containing all the passive infrastructure components of each company.
- Each telecommunications company will be required to notify the other companies of the deployment of new land infrastructure in order to optimize investments and accordingly, costs will be minimized and civil works causing public nuisance will be reduced.
- Companies with infrastructures for which universal retirement is mandatory and who refuse to participate in the costs of securing the underground infrastructure will not be able to use the new infrastructure for 5 years, compared to other companies that can enter from day one.
- This move completes an earlier move since the beginning of 2019, eliminating the obligation to install service providers’ collections alongside Gobi Bezeq, which resulted in the addition of 325,000 accessed households to fiber optic during 2019.
