What is ISED Certification?
ISED stands for Innovation Economic Science and Development (Canada). This Certification helps to regulate radio, consumer electronics, and communications devices in the nation of Canada.
Why is ISED Certification Important?
Radio products are only allowed to be offered for sale on the Canadian market after they receive an ISED Certification from a proper authority. The purpose of this Certification is to make sure that all of the radio products that are offered to Canadians on the market are safe and follow the proper manufacturing and environmental guidelines set forth by the Canadian government.
However, despite the fact that the Canadian government set these guidelines, you do not have to have your radio products certified by the Canadian government to get ISED Certification. You can get an ISED Certification through an official “foreign certification body” (FCB).
What is The Mission of ISED Canada?
As a federal government department, Innovation, Science and Economic Development Canada performs many functions aimed at supporting the economic development of Canada:
- Support of innovations;
- Industry regulation;
- Promotion of scientific research;
- Control over compliance with standards in commerce.
Among other things, ISED oversees the issuance of licenses for RF devices. Only products that meet the requirements of the RSS regulation (Radio Standards Specification) can obtain the Technical Acceptance Certificate (TAC).
ISED Canada organizes and controls the certification process through its regional and district offices. However, manufacturers, merchants, and suppliers can apply for the certification of their devices through Canadian certification bodies (CB) or foreign ones (FCB). They are licensed by the Government of Canada, which allows them to issue an ISED certificate if the product corresponds to all RSS requirements.
How To Pass The ISED Certification?
The Process of Obtaining an ISED certificate
To get the Technical Acceptance Certificate (TAC), your equipment must be verified for compliance with standards by one of the ISED-accredited testing laboratories. After that, you have to contact any FCB organization and submit all the required documents. After passing the ISED certification, your company’s RF devices will be included in the special Radio Equipment List (REL). This document lists all radio equipment that is allowed for sale in Canada.
How Are Tests Carried Out to Determine Whether a Device Complies with ISED Requirements?
You have to choose a wireless device testing laboratory from the list of licensed laboratories on the official ISED website and submit an application and product samples. After the testing, you will receive a technical assessment checklist. This completed form must be attached to the package of documents when submitting them to the FCB.
Which Documents Do You Need to Apply for ISED Certification
To get the certification, you have to collect a complete package of the following documents:
- ISED ID
- Filled application form
- Agency Authorization Letter
- Contacts of an agent in Canada
- Label Artwork for already received ISED ID
- RSS-102 Attestation and RSS-210 Manual Statement
What is the ISED certification process?
- Get an ISED ID by registering on the government website online.
- Order the Label Artwork, into which this ID would be integrated.
- Get your equipment verified for compliance with standards by one of the ISED-accredited testing laboratories.
- Fill in the application forms and submit them to the FСB.

Which Products Require ISED Certification?
There are many different types of radio products that require ISED certification for sale on the Canadian market. Certification regulates both deliberate and accidental electromagnetic radiation emitted by RF devices. To be approved for ISED Certification, your radio products must comply with the standards set forth in Canada’s Radio Communication Act. Once you receive ISED Certification for your RF device, you will not be required to obtain it again unless significant changes are made to the device.
The US market is not equivalent to marketing approval in Canada. In order to get approval for the Canadian market the authority ISED (Innovation, Science and Economic Development Canada) Certification is necessary. Radio wave licensing is regulated by Innovation Science and Economic Development (ISED) in Canada.
Radio gear licensing/certification is compulsory in Canada. This implies that the wireless spectrum is used correctly among radio equipment and operations, like broadcasting, civil aviation, security agencies, and satellite technology, as well as limiting disturbance. Furthermore, all elements of radiofrequency (RF) radiation, such as the variables of Specific Absorption Rate (SAR), should be properly evaluated in order to safeguard and manage the users’ impacts.
ISED sets the Radio Standards Requirements and describes the technical requirements for wireless devices for regulatory standards. RSS-GEN regulates assessment practices, covering scientific and regulatory criteria. For radio transmission, particular RSS standards have been established, which are combined with RSS-GEN. Commercial entry for manufacturers of radio-enabled equipment in Canada is not possible without such authorization. The authorization is lifelong after the gadget has been officially certified by the ISED.
As a result, if the gadget stays unmodified, no recertification is required. Furthermore, under some conditions, recertification is allowed if the equipment is slightly upgraded, reducing the certification effort. Radio frequency (RF) technology manufactured or supplied in Canada must be tested to ensure that it meets the requirements of Canada’s Radio Communication Act.
Testing regulates both deliberate and accidental electromagnetic radiation released by RF devices. 360Compliance can assist your business in obtaining an ISED certificate for a variety of Radiofrequency emitting products as following:
